I. Narcotics:

The "Northern Route" and parts of the "Balkan Route" run through this
region, moving Afghan "opiates" into Russia and Europe.
Strictly speaking, opiates are natural narcotic drugs derived directly
from the opium poppy plant. However, the term is often used interchangeably
with opioids, a broader category that includes opiates, semi-synthetics,
and fully synthetic drugs.

iv. Hydrocodone (e.g., Vicodin)
v. Methadone: Often used for pain management and in opioid addiction
treatment.
vi. Tramadol: A prescription painkiller.
vii. Buprenorphine: Used to treat moderate-to-severe pain and opioid
use disorder.

Vehicle Search

integrity.
It generally progresses through three distinct phases:

- a thorough physical search

1. Initial Control & Safety

Secure the Scene:
Ensure the vehicle is parked safely off the road, turn off the engine,
and secure the keys.
Occupant Control:
Have all occupants exit the vehicle and stand in a safe, designated
observation area. Do not allow them to reach for documents or personal
items until they are clear of the vehicle.
Verify Legal Grounds:
Ensure you have the required reasonable suspicion or probable cause
(e.g., strong odour, intelligence reports, or the occupant’s behaviour)
before proceeding.

2. Systematic Physical Search

Divide the vehicle into distinct zones to prevent cross-contamination
and ensure no areas are overlooked. Use overlapping zones and follow a
specific pattern (e.g., clockwise or quadrant-based).
Interior:
Start with the driver and passenger areas. Check under seats, inside
the glove compartment, center console, and door pockets. Move to the
sun visors, headliners, and seat cushions. Remove floor mats to check
the underlying carpet for tampering.
Boot/Cargo Area:
Inspect the main boot space. Empty the spare tire well, as this is
a common hiding spot for contraband. Check under rear seats or folded
cargo covers.
Exterior & Undercarriage:
Visually inspect and physically feel the wheel arches, bumpers, and
the undercarriage for any non-factory modifications, magnets, or
concealed packages.
Engine Bay:
Carefully inspect the engine compartment (especially around the
battery, air filter housings, and bulkhead) for any signs of tampering
or hidden compartments.

3. Discovery & Post-Search Completion

Seizure:
If suspicious materials are found, leave them undisturbed if possible.
Secure the area and notify forensics specialists for recovery to
preserve DNA, fingerprints, or trace evidence.
Record Keeping:
Complete a Stop and Search record. You must document the grounds for
the search, the date, time, location, items sought, and whether
anything was found.
Vehicle Restoration:
Once the search is finished and cleared, ensure the vehicle is
left secure (if the suspect is not arrested) and issue an official
search notice to the registered keeper/driver.
