1. Concealment of Troop Movements

Actual sandstorms [can be] several orders of magnitude larger than the largest dust
clouds you could intentionally make with anything short of nuclear weapons.
Barring that, anything you could make via mechanical means might provide a bit
of concealment, but smoke screens are more effective and don’t require large
heavy specialized equipment.
But even small ones can damage vehicles right ? You don't have to create sandstorms
that spans 100s of kms just large enough to be outside of enemy artillery range (the
blowing machines).

2. Incapacitation of Rivals
Can a sandstorm halt an armoured advance? Yes. Will it also stop any counter attack
you want to launch in that area? Probably. In your example, even if the Iraqi army
had the means to make a manmade sandstorm, satellite surveillance would track any
formations moving to make the strike. Ground units would have Intel on it and would
be dealt with in kind.
When ISIS or rebel convoys come towards your city halt them entirely or disperse
them so you can pick them off one by one. Could this work ?
